These are complainant-vs-operator gambling-dispute determinations under section 85 of the Racing and Betting Act 1983 / the Racing and Wagering Act 2024 (or, in a few cases, Commission-initiated investigations that concluded with no instrument). The Commission ruled on whether the disputed bets were lawful and, where relevant, ordered a refund to the complainant. A refund to a complainant is a private dispute remedy, not a published enforcement instrument (reprimand / monetary penalty / conditions / suspension / cancellation) against the corporate licensee, so none of these entries are counted in this site's enforcement-action totals. Each entry still carries full source provenance (capture URL + sha256) so it can be independently checked.
